What is the Energy Closure Council of Canada?
The Energy Closure Council of Canada or ECCC is a non-profit organization advancing responsible energy closure.
We bring governments, industry, Indigenous partners, finance organizations, communities, and technical expertise together to develop practical policy, governance, and reclamation across Canada.
Why? Because the growing inventory of inactive, marginal, and orphan-risk energy assets across Canada, especially Western Canada, is creating environmental and financial risks faster than existing systems can resolve it.
We are working to design, coordinate, and advocate for a National Remediation Program, which includes the policy, financing, governance, and implementation frameworks, that can accelerate verified remediation, preserve producer responsibility, attract private capital, and expand Indigenous and regional participation.

National Remediation Platform
A proposed financing and delivery framework designed to accelerate the closure and reclamation of inactive and marginal energy assets while ensuring that producers remain responsible for their environmental obligations
Private Upfront Funding
A voluntary, producer-funded architecture to mobilize institutional capital for verified remediation outcomes while preserving polluter-pays accountability.
